Was the Old Testament kingdom of priests only for the Levites?

No. Exodus 19:6 declares Israel would be a kingdom of priests, a holy nation. The context explains every Jew in the Old Testament economy was to become a priest of God, not just the Levites. The Levites served tabernacle worship, but the broader priestly calling was for all Israel to reach Gentiles.

Les teaches from Exodus 19 that God told Israel if they were obedient to His covenants, they could be a treasure above all other nations, because the earth is His. Verse 6 calls them a kingdom of priests and a holy nation, a set-apart nation. Les explains this means the day would come in the future when every Jew was to have been a priest of God. When someone objects that priesthood was just for the Levites, Les clarifies that was true so far as tabernacle worship was concerned, but the context is about reaching out to Gentiles. Every Jew was to have been a priest, a go-between.

Exodus 19:6

And ye shall be unto me a kingdom of priests, and an holy nation. These are the words which thou shalt speak unto the children of Israel.
